Report to the League HQ building in your nearest town or city and show the (NPC) Official there your badge. They will issue you your new rank and reward. Afterward, you should thank them before being on your way.

After dropping his team off at the Pokémon Center, Josh headed toward the Pokémon League office at Bass City. Thankfully, the building wasn't too far from the Gym - probably by planning. Finding the office itself, though, was another chore - it was inside the largest office building on that side of town. The office appeared to be closing at 5 PM, giving the smiling trainer an hour and a half to enter, do his business, and leave. Plenty of time.
The wait for the elevator wasn't too bad - many people were on the home stretch of their work day, meaning there would not be a lot of people trying to enter or leave. His ride only made one extra stop before arriving on the 37th floor, where the Bass branch of Arciel's League headquarters were located.
The office entrance was the most conspicuous door on the 37th floor lobby, making it easy to find. Entering, he greeted the office receptionist. "Afternoon. May I speak to the residing League official, please?" The racer had increasing difficulty containing his anticipation, now quite fidgety, fingering his Surf Badge around for a few seconds before snapping it into the corresponding top-left hole in his badge case.
