As someone who was rather restricted at a young age, Joey does a lot of things that would, in hindsight, be rather unsound ideas. He's curious how they turn out in the end even if it's to his own detriment- if it is, then, well, it's a learning experience. The excitement of finding new things sends tingles down his spine and he's drawn to these lessons to create chapters in the story of his life.
He's changed a lot. From being smothered by his blood to a life of new freedom, he wants to live it to the fullest. Most of this is recorded through pictures and intense journal writings, embellished with just a little bit of fantasy. What story isn't good without a protagonist?
Love is another main factor in his life, too. He holds it dearly for his Pokemon and friends. A love of the ocean, too, infects him and his thoughts, the man finding himself enraptured by the aesthetic of stormy waves and rough weathers.
It's strange to contemplate how the son of a fishing family ended up being such a boisterous child. Could it have been seeking attention among his extended family, his expansive city high school? The world may never know.
What he does know is all those summers spent on his family's boat has not amounted to much. Open ocean fishing lets one's mind wander during its voyages and boy did Joey's, of fantastical dreams of made-up beasts and the Pokemon dancing just below the water's surface.
The rest of his childhood was spent drifting from place to place, usually spent between the sea and his hometown of Slateport. When he could get away he'd often explore the strangers that traveled through in wonder. A lot of his personality is built on the fantastical image of merchants and adults he looked up to.
Everyone has to settle, though. Seeing an opportunity for better fishing, his life was picked up and plopped down into Cedar Town, the family selling their deep sea fishing boat and turning to the coast. Life seemed good even as Joey adapted to the new environment.
Just as they got settled, the wormholes opened over the skies and brought torment to the world. Personally? Joey wasn't affected except, perhaps, for the change in weathers, most of the news coming to him from media and his parents. It worried him as it would anyone. However, as a kid just out of high school, he had bigger things to worry about.
He turned to the fishing trade. It's what he knew, though he didn't find love in it, driven to boredom just as he was before. With the wormholes breaking out once more, though? He's set out to do something, take advantage of the change and take is as a sign of a new age for himself. Headaches have begun to plague him in addition. Surely it's nothing, as he's got his mind set for getting away from his family and finally, finally making a name for himself.
Joey's desires change as easily as winds do, a remnant of his past. Now, he wants to get out in the world and be known, make friends and be important to people. Making a name for himself through new discoveries is, perhaps, priority to his mind.
Not that he's a licensed scientist or anything.

The first thing noticeable about Joey is, perhaps, his blandness. He's the average cis white dude you'd find anywhere else, with a bit of a southern touch to him and a near permanent baby-face. The few years he's had have been kind to him.
Brown hair is cut short atop his head, with stormy blue eyes framed by a small nose. His jaw is minimally round with faint feminine touches to it.
Joey's one to wear a lot of blues and whites, often adorned in basic graphic tees and a beat up pair of Converse. The clothes on his back have definitely seen better days. The backpack, though, that's new, and it holds everything he needs as he travels.
A faint blue envelops Joey, crashing over his outline like a wave of sea spray. Flecks of white flicker through his clear-sky color. It dances between being reminiscent of sea foam and constellations.
